In the Enterprise Edition, a QC Plan must be "Released" before it can be used for an Inspection.
To "release" a QC Plan, click on the Release icon on the left-hand navigation menu when inside the plan.
I recently added a QC Plan, but I do not see the QC Plan in the list when creating a new Inspection
