You can modify inspection data at any time. If you are unable to edit data, it's possible that your inspection has been "Accepted" by the Inspector and "Approved" by the Manager. This locks/closes the inspection to prevent accidental changes.
However. if an inspection is closed, an editor / admin can simply move it back to "pending" state to edit the data.
